同时， 也为生态旅游的发展提供了基础条件。 为了响应党和国家关于社会主义新农村建设的号召， 走 “生产发展、 生活宽裕、 乡风文明、 村容整洁、 管理民主” 道路， 保护区加大力度发展生态旅游， 以农家乐和生态旅游为主的建设项目如雨后春笋拔地而起， 不可避免地带来相应的破坏，自然保护区保护与社区居民经济收入之间的关系面临严峻的挑战。 因此， 我们就太白县鹦鸽镇火烧滩村和柴胡山村农家休闲旅游项目的健康发展进行了详细的调查和专家咨询， 在综合分析国内外相关文献资料的基础上， 运用 AHP+ SWOT 法对该社区农家乐的健康发展策略进行了初步的探索， 以期对社区农家乐的健康发展有所帮助［1 ～ 2 ］。1 鹦鸽镇简介鹦鸽镇地处秦岭北麓， 石头河沿岸， 位于太白 县东部。 东与眉县接壤， 西与桃川镇相邻， 南靠太白山， 北连高龙乡， 具体位置为东经 107'40″、 北纬 34'8″。 该区海拔最高为 3 767. 2 米， 最低为 740 米， 平均海拔高度为 880米。 贯穿全境的石头河北出斜峪关经岐山境入渭水形成东西两山夹间的川 道地带， 姜眉 公路亦穿境而过， 交通便利： 距太白县城 45 公里， 距眉县县城 30 公里， 距西宝高速不足 30 公里， 素有太白县的 “东大门” 之称。
全镇辖11 个行政村， 43 个村民小组， 1 775 户， 7 151 人。 总面积 282 000 亩， 耕地面积为 16 220 亩， 天然林面积 36 000亩， 荒山荒坡 7 300 亩。 该区植被好， 气候温和湿润， 生物资源丰富， 其中野生杂果和野生中药材品 种多、 质量好： 有毛栗、 核桃、 柿子、 五味、 玄参、 天麻、 猪苓、 灵
