徐州地区村庄规划编制的经验及启示 □李 玲 【摘要】 徐州地区自 2006 年至今已进行了 3 年的村庄规划编制。 经过漫长的摸索、 探索、求索过程， 本文以具体村庄为例详细介绍了不同类型村庄的编制方法并总结出一系列村庄规划的经验和启示。 如： 对村庄发展进行分析、 定位、 分类， 保护开敞空间， 强划旧村填充式建设， 重视村庄特色塑造， 合理安排建设时序， 强调公众参与力度等， 借此指导村庄建设，提高村庄规划可操作性。 【关键词】 村庄规划； 类型； 编制方法； 启示 Experience and Inspiration of Village Planning in XuZhou Area 【Abstract】 XuZhou area have been 3 years of the village planning since 2006. To guide the village planning to enhance operational. 【Key words】 Village Planning; Type; Method of Planning; Inspiration 1 引言 《江苏省村庄规划导则》 中确定了村庄规划的基本任务是： 在乡镇总体规划、 镇村布局规划的指导下， 具体确定村庄规模、 范围和界限， 综合部署生产、 生活服务设施、 公益事业等各项建设， 确定对耕地等自然资源和历史文化遗产保护、 防灾减灾等的具体安排， 为村庄居民提供切合当地特点， 并与当地经济社会发展水平相适应的人居环境。

该任务为村庄规划明确了规划内容及最终将要达到的目标， 但在徐州广大农村地区， 由于历史原因、 自然经济条件及生活习惯的不同， 导致村庄发展及布局差异较大， 因而村庄规划的编制方法也是因不同地域而有异， 因不同村镇而有别。 因此， 在村庄规划编制过程中必须因村而异， 因地制宜，分类编制。 2 编制方法介绍 2. 1 充分细致的现状调研 俗话说“七分现状， 三分规划”， 村庄规划的编制要充分尊重现状， 村庄规划编制工作
